Punjab has taken EoDB, Ease of Doing Business, a notch higher in their priority and has taken out reforms that deliver ease at all stages of a business lifecycle. A detailed report examining how Punjab has provided the best business environment to industry and enterprises doing away with regulatory bottlenecks, operational disturbances and unnecessary interferences - 

 Talking of Ease of Doing Business, the bad news is that it does not guarantee growth or success of an enterprise but the real good News is EoDB does   offer a cushion to perform regular business activities without getting hampered by external exigencies. And Punjab has illustrated that very well in last two years with EoDB Reforms in three stages.

Stage 1: Before Starting a Business:

  • For any investor looking to invest his capital or start a new business, they first like to explore the business climate and business ecosystem prevailing in the state. A businessman/investor with a proposal can reach out to Invest Punjab – which acts as a one stop office for facilitation of the investor.
    • One Stop Office – Single Point of Contact for the Investor
    • Unified regulator providing services of 23 departments under one roof
    • One single authority - CEO, Invest Punjab
  • The Bureau acts as a single point of contact for the investor. The Bureau aligns a Dedicated Relationship Manager with the Investor. They are sector experts who align with the Investor and handhold the investor from ideation to implementation stage
  • The next most important thing for the investor is identification of Land for setting up their plant/business. The Government has addressed this vital concern by creating online land banks of 48 focal points which offer all pertinent details such as layout plans, no. of plots, e-auction/allotment details etc. Further GIS-based Mapping has been created for all the industrial focal points with prevailing land rates with details on available infrastructure in those focal points.

Stage 2: During Setting Up of the Business/ Construction:

  • Setting up a business in Punjab has been made extremely convenient for the Investor via the Business First Portal which was launched in November 2018. It acts as an advanced single window system for all the necessary clearances, NOCs, licenses, for new and existing investors with time bound service delivery. 8,543 clearances have been given via the Business First Portal in one year of launch (as of Nov 5th 2019).
    • The portal has also been extended to the district-level for the ease of local industry looking to enter new and expansion projects
    • Online Common Application Form – including online payment of fees and filing of documents
    • No Physical Touchpoint for the Investor; Online Sanction of 42 Incentives
    • Time-bound delivery of 64 regulatory services of 12 State departments
  • The Government has also provided maximum ease for building design and construction. The building design has been provided in the Uniform Building Code available online for setting up a unit anywhere in the State. Further to that, the State also offers Online Construction Permits providing a digitally signed building plan within 30 days from date of application.
    • We have also included GOI clearances including height clearance from AAI and NOC from National Monument Authority
    • We are also granting online constructions approval to low risk buildings based on third party certification for structural and architectural design
  • For all investors applying via the Business First, the Punjab Power department (PSPCL) ensures power connection to all focal points within 7 - 15 days.
  • White and Green Category industries have been exempted from taking approval from PPCB to begin commercial operations in the State of Punjab. Punjab is the ONLY State in India to exempt Green Category industries from this approval process
    • This has brought a total of 207 type of industries out of this time-consuming procedure to ensure early progression to begin commercial operations
  • Ensures Shops and Commercial establishment registration within one day through Business First portal. No inspection/renewal for registration under Shops & Establishment Act.

Stage 3: During Operation:

  • The State has set up a Central Inspection Systemto conduct synchronized/joint inspections by Department of Labour, Directorate of Boilers and Punjab Pollution Control Board (PPCB). This site inspection is deemed final on behalf of all the participating departments and has helped speed up the processes by reducing the time to market for the businesses. 250+ successful joint inspections by the departments have been carried out since June 2019
    • Automatic computerized risk assessment for the businesses
    • Clearly defined risk criteria, inspection procedure and checklists
    • Random allocation of inspectors
    • All inspection reports must be submitted by the inspector within 48 hours
  • Single, Joint Site Inspections are undertaken by Local Government for fire, water, sewage, and building plan verifications to give the grant construction permits.
    • NO OFFICER can randomly inspect the facility without necessary HOD approvals thereby negating the chances of any kind of harassment for the industry.
  • A Dedicated Commercial Court has been set up for the speedy resolution of commercial disputes for industries in Ludhiana. The Commercial Court has the provisions of online case filling facility, e-C`ause List, e-Summons and payment of court fees & processing fees.
  • Validity of factories license/renewals extended to up to 10 years.
